What are tiers?
A tier is the competitive division of a Pokémon. It groups Pokémon of similar strength, so battles stay balanced and more than just the strongest get used.
The S to E ranking on this page
Calculated by RotomDex from Smogon's monthly stats: the percentage of highly rated players' teams the Pokémon is on.
S: 20% or more · A: 10% · B: 5% · C: 2% · D: 1% · E: 0.5%.
What about Pokémon Champions?
Champions is the official battle game of the VGC circuit. It has no Smogon tiers: what counts are each regulation's rules (like Reg. M-B). So, for it, this page's ranking uses real usage only.
Smogon's official tiers
In Scarlet/Violet, Smogon splits Pokémon by usage: every month, those on more than about 4.5% of teams move up; those below move down. Each tier bans the ones above it: a UU team cannot use OU Pokémon. "BL" (borderline) tiers are too strong for the tier below but rarely used in the one above.
